Within the framework of the rules of the Common Fisheries Policy, the Directorate-General for Natural Resources, Safety and Maritime Services (DGRM), exercises the powers of ANP, namely under the terms of the Union Control regime and the Union regime to prevent , prevent and eliminate illegal, unreported and unregulated (IUU) fishing, established by Council Regulations (EC) No 1224/2009, of 20 November 2009, and (EC) No. 1005/2008, of 29 September 2008, respectively, as well as the provisions of article 15-A of Decree Law No 278/87, of 7 July, and in paragraph bb) of no. 2 of article 2 of Decree Law No 49-A/2012, of 29 February.
 
In accordance with the rules of the Common Fisheries Policy, and in the exercise of the powers of the National Fisheries Authority, the DGRM is responsible, namely, and in accordance with the provisions of paragraph 5 of article 5 of Regulation (EC) No. 1224/2009 of the Council, of 20 November 2009, to coordinate the control activities of all national supervisory authorities, being also responsible for coordinating the collection, processing and certification of information related to fishing activities and for reporting, cooperation and transmission of information to the Commission, the European Fisheries Control Agency, other Member States and, where appropriate, third countries.
 
  • Manage, develop and update the VTS System, as well as operate the Maritime Traffic Control Center (CCTM) and all structures, systems and communications that make up the Continent's VTS system
  • Coordinate maritime traffic safety, monitoring and control information services and systems
  • Define, implement and operate the national system for SafeSeaNet (SSN)
  • Plan and schedule the inspection and control activity
  • Collaborate in the planning and programming of surveillance, inspection and control missions, ensuring the connection of DGRM with the Planning and Programming Commission (CPP), as well as triggering procedures within the scope of SIFICAP, with a view to the coordination and execution of scheduled missions.
  • Participate, coordinate, monitor and execute the inspection, control, surveillance and audit missions of the activity of the fishing sector, including aquaculture, processing industry, warehouses, marketing and markets, necessary to comply with the rules of the Common Fisheries Policy, of the Organizations Fisheries Management Regional Offices (RFMOs) and third countries with which the European Union has cooperation agreements or protocols, including lifting records and proposing precautionary measures
  • Practice all acts inherent to the instruction of administrative offenses in the fisheries sector, including aquaculture, processing industry, warehouses, marketing and markets, with a view to their submission to the decision, the communication of decisions and the organization and updating of the national registry. of infractions in SIFICAP
  • Develop, update and promote the integrated exploitation of information systems related to the control, inspection and auditing of fishing, aquaculture and the marketing of fishery products under the Common Fisheries Policy
  • Define, implement and guarantee the use and maintenance of security mechanisms and systems suitable for access control and confidentiality and safeguarding information related to support systems for control and inspection under the Common Fisheries Policy
  • Manage information related to the control of the exercise of fishing activity and ensure its availability to all entities and services involved
  • Monitor and control catches and fishing effort levels as well as the harvesting of marine plants and animals
  • Ensure the control of the legality of fishery products and authorize their import or re-export, in accordance with Union regulations
  • Certify the export of catches made by national fishing vessels in the framework of the European Union's cooperation with third countries.
